Un constat saute aux yeux : <strong>en dehors de l&#8217;axe Moulins &#8211; Clermont &#8211; Brioude point de salut !<\/strong><\/p>\n<p>Nous relevons de fortes insuffisances partout ailleurs y compris vers les autres capitales r\u00e9gionales, hors Paris.
